Separate sealed BIDS for the construction of:
Water Meter - Radio Read Conversion Project - The City of Lebanon is proposing to replace approximately 2,800 of its existing 3,200 water meters throughout the city. Work to be completed includes furnishing of all labor, equipment, and materials, and performing all work required for the replacement of various size water meters, including all necessary appurtenances for a complete system in accordance with the City of Lebanon standards. The meters to be installed vary in size from 5/8” to 8” and shall be manufactured by Neptune Technology Group, Inc. to be consistent with the existing City of Lebanon radio read operating system.
Bids will be received by The City of Lebanon, New Hampshire, at the office of the Department of Public Works, 193 Dartmouth College Highway, Lebanon, NH 03766 until 2:00 p.m. (Standard Time-Daylight Savings Time) November 18, 2009 and then at said office publicly opened and read aloud.
1. Completion time for the project will be calculated as calendar days from the date specified in the “Notice to Proceed” as follows:
450 days calendar days for Substantial Completion; and
540 days calendar days for Contract Completion.
Liquidated damages will be in the amount of $500 for each calendar day of delay from the date established for substantial completion, and $1,000 for each calendar day of delay from the date established for contract completion.
2. Each General Bid shall be accompanied by a Bid Security in the amount of 5% of the Total Bid Price AND Bidder's "Buy American" Acknowledgement.
3. The successful bidder must furnish 100% Performance and Payment Bonds and will be required to execute the Contract Agreement within 10 days following notification of the acceptance of his bid.

4. Any contract or contracts awarded under this Advertisement for Bids are expected to be funded in whole or in part by {check as appropriate}:
[X ] a loan provided under P.L. 111-5, the American Recovery and Reinvestment Act of 2009 ("ARRA")
[ ] a loan provided under the New Hampshire State Water Pollution Control Revolving Loan Fund ("CWSRF")
[X ] a loan provided under the New Hampshire State Drinking Water Revolving Loan Fund ("DWSRF")
5. The successful Bidder on this work is required to comply with the President's Executive Order No. 11246 entitled "Equal Employment Opportunity", as amended by Executive Order 11375 and amendments or supplements to that Executive Order, and as supplemented in Department of Labor Regulations (41 CFR Part 80). The requirements for bidders and contractors under this order are explained in the Information For Bidders.
6. Utilization of Minority and Women's Business Enterprises (MBE's and WBE's).
Bidders on this work must demonstrate compliance with the United States Environmental Protection Agency's MBE/WBE policy in order to be deemed a responsible bidder. The requirements for bidders and contractors covered by this policy are explained in the Information for Bidders.
7. The successful bidder on this work is subject to the "Buy American" provisions, job reporting requirements, whistleblower protections, records access, and other requirements of the American Recovery and Reinvestment Act of 2009 (ARRA).
8. The successful bidder on this work is subject to U.S. Department of Labor's Davis Bacon wage rate provisions.
9. No Bidder may withdraw a Bid within 60 days after the actual date of opening thereof.

Copies of the Contract Documents may be obtained from Lebanon Department of Public Works upon payment of a fee of $75 per set, which will not be refunded. Partial sets will not be distributed. All requests for mailed documents must be accompanied by an additional fee of $15 to cover the cost of postage and handling.
