Welcome To The Office of The City Manager
SERVICES PROVIDED:
The Office of the City Manager provides day-to-day leadership of municipal government. The City Manager supports the City Council by providing advice and recommendations relative to policy decisions made by the City Council. The Manager ensures proper implementation of policy decisions in a timely manner.
CITY MANAGER GOALS FOR 2008/2009 AS ADOPTED BY THE CITY COUNCIL JUNE 18, 2008:
1. PLANNING
A. Develop a template to evaluate the extent to which all City policies and actions serve the interests of current Lebanon residents.
B. Use that template to define principles, designed to serve the interest of current residents before all other interests, to guide economic & land-use strategies for the City of Lebanon. Present these principles to Council.
C. Implement these principles through all development-related activities.
Accomplish the following three goals*:
1. Strategic Plan: Review with Council, staff and appropriate boards and committees. Make recommendations to Council.
2. Open Space Plan: Work with staff, and appropriate boards and committees to complete this plan. Present to Council for adoption.
3. Zoning Ordinance: Review with Council, staff and appropriate boards and committees. Make recommendations to Council.
*The following should be considered, prioritized, and acted upon, according to the Manager and Council’s judgment as to their utility and importance in accomplishing goals C.1, C.2, and C.3:
Economic development plan
Citizen polling (e.g., ICMA)
Transportation and infrastructure plans
Impact fee ordinance
Cost-of-community-services study
Natural resource inventory
Master Plan update
Route 120 corridor management study
2. COMMUNITY COMMUNICATION
Continue to find new or improved means to communicate with the public to gather more citizen input and make municipal government more open and accessible. Work to improve communication among the public, city boards/commission, administration, and Council.
3. TAX BURDEN/DEBT MANAGEMENT
Include in any proposal for capital expenditures a clear explanation of the effect of the proposal on the City’s debt, and burden on taxpayers.
4. CODES DEPARTMENT REVIEW
Examine the processes of code review and enforcement. Also, improve public understanding of code regulations, and their justification.
The next step will be to develop measures/metrics for these goals. Please begin to determine how your department can assist in accomplishing these goals over the next two years and what metrics we might need to develop, including timelines.
