Mission:
The mission of the Operations & Maintenance Group is to provide quality, proactive, cost effective, and efficient maintenance and repair services for the City of Lebanon's infrastructure that ensures public safety and health, and preserves the quality of life for citizens of and visitors to our City.
Services Provided:
The Operations & Maintenance Group is the backbone of the Department. Under the leadership of the Operations & Maintenance Group Leader, the Group is responsible for the day-to-day maintenance, repair and minor construction of public ways, facilities, water distribution systems, wastewater / storm water collection systems and grounds. The Group is organized into functional teams for work control and cost accounting purposes. All personnel, with the exception of Team Leaders, are assigned to the Group level as a personnel pool and are reassigned to the individual Activity Centers based on qualifications and experience as work is planned and scheduled. The same applies to equipment: all equipment is drawn from a central pool assigned to the Group based on the daily/weekly schedule. Operations & Maintenance is charged with the
maintenance and repair of all vehicles assigned to the Department. During winter operations, all personnel assigned to the Operations & Maintenance Group are assigned to the Public Ways Maintenance Team to provide services such as traction control, plowing and snow hauling. Finally, the Operations & Maintenance Group provides contract administration for services contracted out. A Quality Assurance Evaluator is assigned to each contract to ensure quality services are received in accordance with contract terms.
Public Ways Maintenance Team:
The Public Ways Maintenance Team is responsible for the maintenance and repair of streets, sidewalks, parking lots and other public rights-of-way. Services provided include: pavement repairs, drainage maintenance, litter control, curbing repairs, shoulder maintenance, ditching, tree cutting/trimming, brush control, vegetation control, culvert cleaning and replacement, etc. In addition to zone maintenance teams, a traffic safety maintenance team provides maintenance and repair of signs, traffic signals and markings. Heavy maintenance, repair and construction is normally contracted out. The Public Ways Maintenance Team Leader may be assigned to assist the Engineering Group with in-progress inspections and quality assurance.
Utility Systems Maintenance Team:
The Utility Systems Maintenance Team is responsible for preventative and corrective maintenance and repair of the water distribution, sewerage collection, and storm water collection systems. In addition, the Team provides meter reading, service activation and disconnects, backflow prevention testing, connection inspection and other related services. Construction of new or replacement distribution or collection lines is normally performed by contract. The Utility Systems Maintenance Team Leader augments the Engineering Group by performing in-progress inspections on construction contracts.
Facilities & Grounds Maintenance Team:
The Facilities & Grounds Maintenance Team is responsible for the maintenance and repair of the City's facilities and grounds. Services provided by the team or by contract include: janitorial services, facility inspection and repair, light carpentry, electrical system maintenance, mowing, burials, turf management, etc. The Team Leader also monitors the quality of services for those facilities and grounds maintenance tasks contracted out.
Fleet Maintenance Team:
The Fleet Maintenance Team is responsible for ensuring the Department's vehicle and equipment fleet is in top working condition by performing regularly scheduled preventative maintenance, and accomplishing repairs promptly and accurately. The Team assists all Groups with the management of the vehicle and equipment fleet and assists Group Leaders with the development of the annual Fleet Replacement Plan. The Team maintains the fleet database, which is used to collect and monitor all maintenance and repair expenditures, fuel consumption, depreciation and provides management data necessary to properly manage the fleet.

To provide a safe, viable and well-maintained transportation network for the efficient movement of persons and goods throughout the City of Lebanon.
To provide a well maintained water distribution system that ensures an adequate supply of healthy, safe water for residents and businesses served by the system.
To provide a well maintained sewer collection system that ensures adequate, environmentally friendly and safe disposal of wastewater for the residents and businesses serviced by the system.
To provide a well maintained storm water collection system that ensures adequate, environmentally friendly and safe disposal of storm water for the residents and businesses serviced by the system.
To protect the environment by maintaining streets and roads in a clean and litter free condition.
To maintain grounds and conservation areas in a manner that provides for enjoyment by residents and visitors of our City.
To perform services in a manner which conserve and protect the environment.
To ensure the proper maintenance and repair of assigned vehicles and equipment.
Continue ongoing condition inspection improvements and documentation to identify required maintenance and repairs prior to infrastructure failure to ensure the highest and best use of limited resources.
Continue work order pre-planning to maximize crew mobilization and project understanding.
